It's a simple process that can be done with any game - dunno how CODA handles it, but essentially each player has a bridge officer. For any rolls required or decisions made, the player filling the appropriate crew slot does it. The Captain decides tactics and coordinates, the CONN officer makes movement rolls, Ops distributes power points, Tactical handles weapons and shields, the Engineer makes repairs, Sciences handles sensors, et cetera... The GM handles NPC positions (or can allocated unfilled positions to be handled by players) and other ships.
Players are, of course, expected to stay in chracter and role-play the combat. It's a pretty simple and intuitive concept, regardless of the specific rules set. It's been a part of Star Trek role-playing since the old FASATrek days.
