how many edges, flaws can you take during character creation, when can you take them

iirc you can take one free flaw during either Personal Development or Professional Development and one more edge at the cost of acquiring a flaw.

an another edge at the cost of a Flaw ? This Edge is free or again dependent of the devellopment ?

Actually, you get one free Edge during either Personal of Professional Development. You can take Flaws (maximum of two) to get more Edges (1 per Flaw taken) at either stage.
