How many spells per turn?

A friend of mine plays a Noldo Magician. Once he asked me if he could cast two Flame of Anor spells in the same round - since the casting time is 2 and he could devote two extra actions.

My question is twofold:

1) Is it even possible to cast two spells in the same round? There's nothing against that in the rules.

2) In the case of spells taking two extra actions to cast, how to apply the penalty? A flat -10 on the Stamina test and on the Targeting test or what?

Since the spell has a duration of instant and is cast in less than 1 minute (10 rnds) since the last one, an additional -3 penalty would apply to the Weariness roll.

Assumning the character only has two actions to begin with, then the second spell would have a -10 Multiple Action Penalty on the attack test, plus the +3 TN penalty GoB mentioned for Weariness.
