Or..maybe this was deliberate? Maybe when the were woring on "Mirror Mirror" the production staff decided to go with a European based agency to center thier world government rather than UESPA /US/San Francisco. Considering the importance of security in the Mirror Universe having it originate from a international police agency makse sense.
I really wish I had noticed this before the Decipher guys wrote up the Mirror Universe sourcebook-this is just too cool not to work into the history of the mirror timeline.

I'm quite taken with the idea that Starfleet evolving out of a police organization is what went wrong with the mirror universe. (Not that I think police are inherantly evil. Its just that, like the military, it is rarely a good idea to let the police run your government.)
The "normal" universe Starfleet evolved from the United Earth Space Probe Agency, which sounds like explorers and scientists.

I hope this helps. Yet the globe is centered around the western Hemisphere . . . maybe the eastern hemisphere got nuked due to eugenic combat.
Given that the image you found is a fan re-creation of the image used in the episode (and probably cleaned up & adjusted some), the parallels are uncanny. :cool:
