Can you just decide to take a Flaw for your character during character creation, even if you don't really need to?
For example, the Klingon Rogue (from the errated write-up) has the Dodge Edge (from Militray Brat Personal Development), the High Pain Threshold Bonus Edge (for being Klingon), and the Blends In Edge (from the Scoundrel Professional Development).
He also has the Dim-Witted Flaw, but for whatever reason didn't pick an extra edge for it. Why is this?

If there's an Edge that comes with your species, you get that for free and don't have to offset it with anything. During chargen, you also get one Edge from either your personal development package or your professional development package for free. Any other Edges you take, either at personal or professional development, must be offset with a flaw.
In the case in question, the Klingon rogue took Dodge for free at personal development. During professional development, he decides he also wants Blends In; at this point, he has to take a Flaw to offset the extra Edge. He chooses Dim-Witted in this example.

To expand on what Patrick posted, during character creation, you get one Edge free and must take a Flaw to offset any others you take (pre-Advancement, of course). You can take a maximum of two flaws (one per development stage). Thus, you can start with amaximum of three edges from your development packages.
Also as stated, this ignores any bonus edges or flaws from your species. Note that, if you get a flaw from your species, this does NOT entitle you to an additional edge.

I am getting ready to run a game here in the next week, and one of my players wanted to know why he couldn't pick the Friendly Edge during chargen (wasn't a choice in his packages).
What should I tell him?

The packages provided are not set in stone. If you want to change the skill levels, provide different skills or select different edges, do so (with Narrator approval, of course).
