Long, looonnngg time ago I did something along those lines for FASA Trek (Iwas trying to work up a role-laying space combat system along the lines of what Command & Control was hinted at being) What I did was work out the Shield points and Hull as a % (So 1 point to a 10 point shield was shields drop 10% and so forth).
Come to think of it, that sort of thing would work for CODA Trek, since it has the ship maneuvers, probably better than it did for FASA. Maybe I should dig out my old notes?
I wrote something for FASA, you might be able to adapt it or get some ideas for what you need. it's on my site- just follow the link for starship combat II. I think it emulates combat from tv and the movies well. I used TOS as the template, so you may have to tweak here and there for your era/campaign.
