Operation Stormbird ?

Does anyone know if a draft, outline, or preview of Operation Stormbird: The Neutral Zone Campaign Vol 2 is floating around on the net ?

I would dearly love to get my hands on a copy of it.

I don't recall that much discussion of it back from the LUG days. I think all they had was the title and something about a bioweapon called SALKAR.

Anyone have any idea if specific authors or developers were attached to this?
