Lower on Science personnel than a typical cruiser as it's mission profile is definitely military focused. Most science personnel are concentrated in the space sciences field.
Typical shuttlecraft complement would be 1 Talon class scout for recon purposes (2 size), 4 shuttlecraft (8 size) and 2 workpods (2 size).
Much like the original 23rd century version the Andor II is designed as a military cruiser which can support fleet actions, during which it typically stands off and attacks enemy ships, installations or planetside targets from a distance with strong torpedo fire - either photon or quantum as circumstances require.
Within fleets the Andor II will typically be screened by other vessels, various escort or frigates, but does retain a bank of Type X phasers to complement its torpedoes for ship-to-ship engagements.
While solo the Andor II's missions tend towards patrol and defense oriented profiles.
The Andor II has state-of-the-art Tactical systems as represented by the +4 Tactical maneuver mod and the Intricate System flaw.
During fleet actions the Andor II makes a good mobile tactical command vessel and often includes strategic operations personnel.
As expected on a military vessel its medical department and sickbay are modern and well trained in dealing with combat-related injuries.
Having been a well received class in the 23rd century and even surviving into the 2360's with the Andorian Defence Force, Andorian starship designers decided to upgrade the class and relaunch it as, following the Dominion War and with the instability of the region since, they felt a tactical starship with a strong military profile might be timely to patrol and protect sensitive areas and respond to threats.
Much to their surprise Starfleet agreed and will evaluate the prototype and decide whether to add the class to its fleets or not.

That TNG update is interesting, and makes me wish I had some real skill to draw that image, rather than that cut and paste.
