I'll be honest ... no idea.
Was strictly going with the info on the webpage, doesn't seem to be explained in the writeup at all.
Could easily be replaced by straight out security personnel, ignored, or (if the idea of marines/ground forces appeal) used as planetside/boarding party troops. Perhaps leaving the actual security personnel to maintain on ship security, brigs etc and leaving the marines as actual troops to go on away teams or combat missions that may become neccessary.
They could use the Argo transport to get planetside and use the Argo ground vehicle it carries (already statted up for spacedock).
My personal opinion on the whole issue is that marines have a place aboard ship for just such reasons, as do ground forces in general in the ST setting.
I see security as more of an internal on-ship contingent, or perhaps "bodyguards" for officers on away teams, and marines or troops as more combat specific personnel to use when military response or boarding actions become neccessary.
That's just my opinion though, and I understand lots of people balk at a more militaristic makeup of Starfleet.
I would say as a destroyer (not exactly a common ship class in Starfleet) the Anubis is definitely a more military oriented vessel and may be one that more feasibly could carry troops.
I'd say if you like the idea leave the crew make up as is, if not scale back to the 20 officers and 75 enlisted or just round the crew out to 100 and divide through the usual departments.
Personally I find there needs to be more of a division of personnel as is: I add Flight Control and Tactical and use overlays for both in addition to Security, Command, Ops, Engineering, Sci & Medical.

Hey Captain Otto,
In re-reading the writeup on the Anubis it mentions the nacelle support pylon phaser arrays as being of a "diminutive size" so I've reduced them from 160 to 80 emitters.
Also in the deckplans it mentions transporter rooms 1 & 2 ... didn't notice until I was done, so I've reworked it by removing the 3rd room but making the existing transporters more powerful now, all in all saved 1 SU there when all was said and done. :)
Increased to torpedo spread from 8 to 10 also in keeping with the writeup.
I Included the sensor reactive specialized hull originally as a substitute for a cloaking device the Obsidian site says the Anubis has. I don't really see where every special or PC's ship needs to somehow be able to finagge one.
Also forewent the Metaphasic shields the writeup calls for as it seemed they could potentially unbalance things.
I figure the text takes into account the Anubis is still being built in the 25th century so maybe some of its systems need not be included yet.
One thing I would like to get someone else's take on is size.
The length fits into Size 5 whereas the Beam and Height fit into Size 6. The guidelines in SD say to generally go by length but with exceptions. I figured (and tend to do the same for CODA ships) that if 2 out of 3 categories fit a size to go with that one. Any thoughts on that ? Think this should be Size 5 vessel instead ?

Oops, had another little typo with the warp speed (I doubt 6070 is an accepted speed) and gave too many cargo holds. Should be somewhere around 'correct" now.

Can't really quarel with you on design, as she is not of your own, as I can see, but more a Spacedock-ification of it. More of those are always welcomed.
I see that the threshold on the shields are only 250. If there was one thing that game play has shown is that the higher the threshold the longer a vessel could stay in a firefight. Otherwise crucial systems get damaged/destroyed or what few crew members there are get easily fried. And seing as how there is just over 100 souls aboard, in a fire fight, unless you have a lot of exo comps and ECHs around, this'll impact the ships combat capability/sustainability.

Yep, total spacedock-ification. I find the crew a bit low for my own personal liking too, but wanted to keep it as close to what was written up on it and see how it turned out.
I'm taking the rulebook as meaning your Threshold can only be a third of your base protection (800), unless I'm wrong & it can be a third of the maximum (1000) That would boost it to 330ish range.
I'll be putting up my own Fast Frigate shortly.
