I remeber seeing a PDF of rules for partial construction on this.....was this ever finished?

You're probably talking about my notes for an Engineer's Guide to the 2260s. That's my second project on the queue to rework and finish up, actually. Right now I'm compiling a bunch of old notes and information to make an ICON resource for the same period.
