So now the Federation has to decide what to do with Talos IV. Admit them as members or consider them a danger to the Federation. I an see two captains each advocating a different course of action...
:) I like this a lot - and the answer from the typical Federation historical reactions to situations like this is: Watch them, study them, and then decide whether or not they can join up. :) Maybe the Talosians made a space station for the Federation, a la DS9 - "Come stay here, watch our children, and decide, in your own time, to let them stay a part of your family." They could even be lower-powered prophet-type influences throughout a series set there...
