Planetary Infrastructure Chart (to be used ithe the Planetary Template)
Please tell me if this gets it right or not. I know and concede its Earth centric view but but what else do we have to go on?

Planetary Infrastructure Chart & Classification
This chart briefly and without deep analysis produces a means by which to gage a planets infrastructure. The infrasturcte is roughly assumed for the pruposes of this chart to be those structures and forms which are made by intelligent beings of any civlization. This includes methods of Commnication, transportation, shelter and power production. All warp capable civilizations are automatically given a rating of 10 unless it is a colony in which case only the current level or shelter is taken into account.
The Infrastructure Classification should be listed between the Technology Classification and Government portions of the Planetary Template.
0.) No inhabitants or ruins, incases of ruins simply list in () next to the 0 the level at which the civilizations stopped.
1.) No built dwillings inhabitants live in cave dwillings. There is no transportation network as such but rudimentary trails may exist. Fire is used for cooking and warmth.
2.) Huts and animal hide shelters exist some of which my be organized as basic settlements (2-5 shelters). Trails are well established and some basic modes of water transportation such as primitive rafts exist. Animals are are used for power without asistence of harness.
3.) Villages are formed with some civic buildings in them such as smiths, storehouses, and graneries, farms begin to use irrigation for basic water needs. Baisc dirt roads, formed from older trails, appear with few primitive bridges, some river craft use rowing for power though some may use sails for power. Primitve open above ground mines are seen. Building materials consist of mud (Dirt), wood and some stone. 2 Wheel carts are seen as well as harnesses to more effectively use animal power.
4.) Minor cities appear with walls and multi-story buildings such as palaces and temples, smaller surrounding farms by have grown into larger estates. Building materials continue to be of wood, mud (dirt) brick, and stone. Dirt Roads are now constructed on purpose with good strong bridges. Canel construction starts and rivercraft primarily use sail for power and some basic coastal craft appear for fishing and some basic trading needs. Primitve below ground mines are seen. Wagons are seen and the saddle is in use.
5.) Large cities emerge as trade increases along more developed road networks and better farming methods. bridges made of wood are spanning large rivers. Monumental architecture is seen such as grand dirt canels, statues and grand temples and palaces. building construction is of mud (dirt) brick, fired brick, wood and refined (polished) stone. Wind and water is harnessed for power needs on a large scale. Mines become well developed with the current technology. Large inland sea craft using sail and rowers are built for trade and war. Ports begin to be developed.
6.) Cities are still growing but some are now planned and built (city planing) on purpose for various needs such as defense and trade, development of large apartment buildings enable populations to swell. Monumental Architecture grows to include entertaiment and aquducts supporting water supply to inhabitants. Some roads are paved with stone as while as some canels, most bridges can be made of brick and stone spanning large rivers. Ships mainly use windpower for propulsion.
7.) Cities remain relatively the same as Coal is used for heating and government support within them grows such as providing services such as hospitals and police begins. Building materials remain the same but with the introduction of glass even in monumental construction. large harbors and docks are consturcted in earnest as minor ocean going craft emerge.
8.) Steampower sees the introduction of the railroad as means of both trade and transportation. Building materials are mainly wood, brick, glass and metals and machines begin to be used in construction. Large industrial structures develope around cities and mines grow to large proportions as the Railroad open's up opportunities in never before used areas. Ships use steam power for propulsion and heavy metals are used in their construction. Crude communication lines (telegraph/telephone) are seen at the end of this level. Internal combustion begins to be used for power.
9.) Power for all needs is produced by development of power plants which burn coal or oil or at the end of this level use nuclear technology. Cities begin grow into megaoloplis's as the population begins to suburbenize. Development of small personal power vehicles. Radio, Television and computers increase communication assests.
10.) Cities use various means of power such as nuclear, natural (wind) and etc. For needs. Industrial centers are transformed into public areas such as parks and residental areas. Elevated rails come into wide spread use for transport elimenating personal transportation. Space construction is seen such as starships and starbases and planetary colonization begins.
