Help: Adm William Ross

I'm getting a campaign together, and have written up a character sheet for Admiral William Ross of DS9 fame. Please take a look and give me what suggestions you can; I think for the most part he should serve my purposes well but whaddya know.

Those character stats look fine to me but did you know in the Dominion Sourcebook, The Fires of Armaggeddon,which you can download from TrekRPG net has the stats for Admiral Ross already.......so it's up to you if you want to use the "official" character or the one you created.

A couple of things after a quick glance:
1. What the heck is "System Ops +7 (Command +3)", specifically the "Command +3"? Specialties do not have their own ranks!
2. Knowledge is a grouping, not a skill. All of your Knowledge skills should read as
Knowledge: Culture +13
Knowledge: History +13
Knowledge: Law +9
Knowledge: Politics +13
If he has a specialty, say in Law, it'd look like so:
Knowledge: Law (Starfleet Regulations) +9
You can drop the group header (Knowledge) if you'd like. Some spots in the PG do this already.
3. Ross is apparently an expert in Culture and History but knows nothing about Tactics?
4. What's with all the traits and abilities? He's severely lacking in skills by my estimation. You went trait happy. (Three instances of Innovation!?!?!) Tone down by half at least.
All IMHO, of course. :)

15 Courage?
Seems like a lot for someone who didn't seem to demonstate any exceptionla degree of courage. I'm not ever sure if KIrk has 15 Courage.
