In the players guide is says that you get INT(x2) for skills and I think it says INT (x2) for cultural and knowledge skills. My take on this is you get you UNT(x2) for both so it ends up being like INT(x4) and (x2) goes to species?

I thought it was INT x 2 for species skills (listed in a sidebar in the PG, I can't remember what page). That would include certain culture and knowledge skills, plus language and others. Any other skill points come from the development packages.
You get INT x2 for species skills. This includes culture and knowledge skills, as well as language skills. There is not an additional allotment for anything else; this is pretty clearly stated in the sidebar on page 85 of the Player's Guide. It does not add up to INT x4.
Patrick and Jinx are right on. You get INT X2 picks to use on knowledge and language skills as listed in the sidebar on page 85.
Let me make sure that i understand this. Yu can only allocate the INT(x2) skill points to culture and species skills

As the sidebar says, "Every character gets a number of skill picks equal to Int x 2, which the player can allocate to the following skills:"
{This list is slightly modifed by me in an attempt at clarification}
Knowledge: Culture (Species or homeworld)
Knowledge: History (Species or homeworld)
Knowledge: Politics (Species or homeworld)
Knowledge: Religion (Species or specific religion)
Knowledge: Specific World (Homeworld)
Langauge: {Species Language(s)}
It seems pretty cut and dried to me... :)
