Is Decipher including artificial life-forms and AI's into the species guide or are they leaving it up to us? It would be nice to know so I don't have to make special rules for character creation rules.
If they are, I can wait and do a case by case work-up.

To my knowledge neither of those are in the Aliens book because they're not "aliens" or a species unto themselves. Androids and artificial lifeforms tend to be unique and as such, don't fall within these broad utility parameters. (Yea, I know the game has been out for a while but the first year's worth of books are all aimed for broad utility--not specialized info such as artificial lifeforms.)
Jesse is best to comment on this, but I would imagine you won't see stats until the series-specific books come out. For example, I'd plug the rules for playing holographic (EMH) characters in the "Voyager" book. If there ever would be such a thing, that is. :)
There are plans. Might not be for a year, though.
