Litherians seem to be a genetic experiment gone wrong. They have a life span of 100 years exactly. They mature to full age in one year. Due to the short childhood thr race has developed mental abilities to train the young. The major racial problem hitting them is that 90% of all births are male, but only one of each 10 is fertile. Of the ten percent that is female they are in the same ratio of 1 in 10 are born fertile.
Litherians have a form of ritualistic combat which is the only time they are allowed to use their claws on another sentient being. This combat is very public and seldom fatal, as that would dishonor the killing combatant. The combat is a large sport called Tel'as. A huge field is built in every town to accomodate the two participants. There are many rules and rituals to preform outside of the arena, inside their is no rules.
Litherians are honorable when using their mental abilities. They follow a creed. "The mind of another is the most precious gem in the universe." Many of the race are natural empaths.
Government:
The Litherains are governed by a council of fertile males. Fertile females being to precious to allow to do anything other than try to continue the race.
Tech:
Asa race they had made it into space, their first contact turned into a shooting war that lost them their homeworld. The Cardasians went ot take over and quickly found that they could not stand to be on the surface of the planet for more than a few minutes. They blockaded the world and set up mines on the world. They get most of their dilithium from the world.
Appearance:
Litherains look nearly human till you look at their heads. They have a bone structure that extends out of the locations where ears would be on humans and extends around to the back or their heads. The size and location of this structure is entirely dependent on the family place. Some of the people on thier home world have developed techniques to carve the structure to make it more pleasing to the eye but this is expensive, but not painful. The structure is their hearing apparatus. It have no pain nerves in it. They hear normally through it. They have the same hair colors as sol humans, and eye color tends towards the darker colors. Though the lighter shades have been seen they are exceptionally rare.

It looks relatively balanced, but some of this stuff must come from the Narrator's Guide because I don't recognize it, such as Psychokinesis. I'm curious, are the rules for creating aliens in the NG?

Are the lifespan and maturation period part of seeming to be a genetic experiment gone wrong? By what planet do you reckon the years? Does exactly mean to the year or to the second?

The planet's cycle around its sun is equivalent to 400 earth days.
The children are born and during the next 400 days they grow to a full adult. They will live for exactly 100 years, then they cease to live. There is no explaination in their culture, they have always accepted it.
