We had just made 1st contact with an aquatic species on their homeworld and hit it off well and they were interested in joining the Federation.
After all the speeches and good will ect, ect we were asked what they have to do to join.
At which point, the player playing the Con Officer says, "Here, Have the pamphlet.":D
