Actually we've seen cloaked planets in TNG and DS9 I believe.
As to Gary Seven's masters? I know not.

The crew of Artemis encountered Gary Seven himself upon visiting Earth in the 1990s. He was rather miffed, having just finished cleaning up after Kirk's little foray from three centuries later. Gotta love those 29th Century boys... :)
