I looking for flashlight in coda and lug systems. Both have few mention but no descriptions of any kind.
i need rule and duration

Well... Looking at the power requirements of todays torches, and taking into account the power requirements of other Starfleet equipment (Phasers and Triciorders), it would be faily safe to assume that to all intents and purposes the torch has limitless power...
It would only become an issue if unable to recharge for a significant amount of time. Say Days/Weeks?
It is stated in the Manual (I think it is anyway), that personal equipment specifically uses the same powercells to ensure cross compatibility in an emergency...
We also know that several designs are available, from the Palm Beacon to wrist mounted. And that they are multi-function, and can be used as a strobe, so presumably other options are available, such a morse code blinker, programable flashes, power saving, colour change, etc...
And as for rules. Use the darkness modifiers. Wherever the light is not pointing, or when it goes out, have them check for darkness modified awareness test. Yes I know that they would be dazzled by the light, but this is a game not real-life...

Besides, just create a creature that generates it's own energy dampening field, so when the lights go out, along with tricorders and phasers, is the time to get nervous.

Or use whozawhatsis radiation to interfere with sarium krellide powercells, causing them to lose energy at an alarming rate.:D
Just a note, current flashlights, using LED technology, have in use battery life in excess of 100 hours. That is a long time. When I was growing up, you could expect 4 or 5 hours at the most.
