What happened is your insurace agency got blindsided by a bunch of Ambulance Chasers with BS lawsuits. This is why we need tort reform. (That, or we can go with the bad-guys' plan from Henry VI, Part II Act IV Scene 2...)

Well the honest insuree has to pay for the fraudulent ones often. For instance I'll always remember years ago I was playing paintball and a dude had a shiny new expensive paintgun, whereas the week before he had a Pakistanese-made crap model. He said his car (an old piece of junk) got stolen and he claimed that his paintball gun was inside. So he pulled a fast one on the company. He must have gotten a receipt from someone who just bought the gun, IF they even asked for it.
