I think that number is a bit high. Maybe Federation space is 10,000 LY^3, but its a much shorter distance from planet A to planet B. I usually knock that down to 1000 LY from side to side but YMMV.

Maybe 'across the Federation' equals a circuit visiting each individual member world... : P
