Diplomacy Scenarios. . .

If I were a planet that only recently developed FTL travel, I would want to trade for technological advancements before my rival does. They're just starting out and they have so much catching up to do.

For example, to develop your warp technology, you need better spaceframes. (Higher quality) inertial dampeners and so forth.

Yet the focus isn't outward for exploration or self-improvement. <- Or what's good.

They're too focused on one-upping their planetary neighbor. <- That's bad.

Being on the other side of the planet from the scanning Federation ship might also help. Okay, so while the Bretagne is on the far side of the planet, the Romulan Commander will briefly de-cloak to beam down the spy.

And since Romulans have never been seen before in their system, the Genovians can blame this brief sighting on a secret Andalasian stealth project. . .or something. ;)

Probably a far more subtle clue than a direct quote to a Kirk bluff that would give a spy away in a matter of moments (ie. The Corbomite bluff, which Kirk used twice, once aginst a later friendly first federation and second time against the Romulans. Use that and even your best roleplayer is going to find it hard to ignore when uttered by a 'Vulcan'... IMO)

I am not 100% sure that in TOS that the cloaking device rendered invisibility, I thought it was like sensor stealth... Although the series Enterprise has now confirmed it as full sensor and visual cloak...

During Coto's reign as showrunner, he decided that the cloak in Minefield was a mistake, and decided not to use it in the Babel One episodes. Since the quantum scanner revealed the minefield, it's possible that it wasn't a 'cloak' in the 23rd/24th century usage of the word. I kind of like the idea that it's an active camoflage network spread throughout the whole system (which would explain why the Romulans didn't chase after them).

I've been playing with the same group for over 10 years now, and I can assure you, subtlety is totally lost on these guys. lol. They're still all, "Hey, we has a starship!" Also, the guy playing the captain admitted to me that he's been watching the series for so long that he has to teach himself to pay attention now.

Also, at some point I plan to "out" the spy anyway. Besides, the Empire's gotta find out the truth somehow. ;)
