Yep. Creation rules are on page 87 of the Dominion War Sourcebook, along with several sample vehicles.

Trouble is, it's Spacedock. While I know a lot of people like it, I'm actually not a fan of it. I found it overwrought (much like HERO, not coincidentally) and a poor mesh with the rest of the ICON system. It's a completely different mindset for handling equipment than ICON usually uses, so it's not the direction I want to go with the WE series, which keeps to 'core' as much as possible.

Hmm.. not spacedock... okies then.

Includes notes on skill use and specs on the Series 452 Cadillac, Duesenberg, Bell UH-1C, and F-104 Starfighter. (All vehicles which have appeared in Trek, obviously.)
