Can a convicted felon (I mean treason is a serious charge) be a candidate for election as President?
Also what's this about Layton getting an early release, for what he did he should get the death penalty. Yes I know the Federation's past that sort of thing but just over 10 years imprisonment? Treason is usually a life sentence without parole...go figure I always said the Federation was soft on crime...

Gul Dukat. Through some obscure twist of fate or Bajoran Prophecy, he escapes his fate in the fire caves & seeks revenge against the Federation (or Sisko is sent to stop him?) The Feddies, still weak after the war, have their guard down in SF. Dukat decides to wreak a little havok against his old foes.
He is the best candidate for this, along with some of his pagh-wraith worshiping fanatics.

The Federation allows people who have served their time to run for office, he is supposed to have repaid his debt to society. I agree with you Ghosty, they are too soft on crime.;)
As for Dukat being unbalanced, I always thought that was due to the death of his daughter, Ziyal, at the hands of Damar.
As a further story idea, if the crew of the GAMBLER begins to ask questions, they could be assigned to patrol the neutral zone, to "prevent any unforseen threat from the Romulans". Just so they get out of the way, this in turn may allow them to garner some support in the frontier worlds who see Leyton as a threat while the Core Worlds see him as a savior. He disbands the federation council, many councilors have "accident" and core worlds are occupied by "security forces". Leyton then pronounces himself, Emperor or another grandiose title and rules with an iron fist...

Then the border worlds can, with help stage a revolt and break away from Leyton's Federation to form one of their own. That would probably divide Starfleet. Worlds like Betazed and Benzar would resent a repeat of the occupation they suffered during the Dominion War (because that's what Leyton will be doing) and then there's the perenial wild card, the crew of the USS enterprise they'll always interfer. I know they didn't the last time but that was a situation confined to Earth, they may have been too far away, but in this case, its a Federation wide crisis, and well Picard will stick his nose into this one.Quote:

The only problem I have with this type of storyline is what about the Vulcans. Vulcans are logical and not driven by emotions like fear and definitely cannot be manipulated emotionally. The Vulcans could probably figure out what's going on and well given that they have a tendency to be do-gooders, put a stop to it. Vulcans are probably the most influential members of the Federation with the best diplomatic corps available, they could cut Leyton off at the knees if they're not taken care of first. But I'd like to see a "security force" occupy Vulcan...
Interesting point Ghosty...very good points. How about these two options:
1) Vulcan government see's a merit in increased security, but demand that the force to safeguard their world be only made of Vulcans. Logical solution given they would wish to also not have emotional and irrational commanders on their planet running things.
2) Leyton see's that any psionic empaths and telepaths could foil his plans and sends out an edict that all psi users be captured and placed into re-habilitation to make sure they have not been corrupted by Vorta mind control techniques. This of course is AFTER he has removed the pesky council and 'sissy' do-gooders like Picard.:D :D :D
The councellors at Leyton's penal/rehabilitation colony should be fired. Sounds like they did a worse screw-up here then they did when they decided to let Garth of Izar out of his cell.
I mean, Leyton was misguided and wrong and I'm certainly no fan of his. But I never suspected he was capable of all this!:rolleyes:
Seriously though, great brainstorming. Don't forget external forces. Such a big mess is ripe for interference from the Romulans. This sort of thing is just their cup of tea.
I can see a spin-off re-occuring plot element: a stupidly incompetent penal colony councellor. Most of the staff sincerely works hard to re-habilitate wrongdoers, using superscience social tools to show criminals the error of their ways. But there's some bozo who keeps stamping "cured" on the wrong document, and sends the timid reformed purse-snatcher to a deep dark cell for life (labeled: "Warning - might break the Federation, cause a genocidal war between Coms and Yangs, create a Natzi planet, or at very least space the penal colony crew. Do not let out.")
I think everyone's jumping the gun here. I don't think one little incident like that can topple the entire Federation government at one swoop no matter how much fear there is and I agree with Diamond that all this may be beyond Leyton - he's misguided but this would make him a bigger monster than Hitler.
I suggest that you avoid using Leyton in this way. he was a tragic character who did what he thought was right but this...is far too much...
Umm..Ghosty, the little insignificant event would be the death of the president and numerous chiefs of staff. It is easy for a "misguded", crazed some may say, individual to take advantage. That's what Hitler managed to do in Germany, an economically devastated Germany was willing to do anything to get out of the slump.:( Hitler didn't start as an evil mastermind, he wanted to be an artist in an Austrian Academy and was refused. Point is: Why wouldn't Leyton be mentally unhinged at being "betrayed" by his starfleet friends who imprisonned him for trying to help the federation?(I like the idea of him being released before he is supposed to be by an incompentent psychiatrist, preferably a PC.)
Now, as for using Leyton, I guess its just to add a little continuaty from the series to your games. It could be anyone, its just easier(and sometimes more fun), to re-introduce a character who appeared on the show. Up to the individual narrator I'd say.;) Technically, I still think that Leyton would think he is doing the right thing.
Countless countries have had their gov't's replaced in a blink of an eye by demagogues, this is the weakness of a democracy. An admired leader, potent speaker able to convince through fiery speeches are individuals who can sway crowds of people whoever they wish. Leyton could be such a person, a good guy who was corrupted by the evil side, who gives fiery speeches during his campaign for presidency give a type of Fallen Hero aspect.
