As for Dukat being unbalanced, I always thought that was due to the death of his daughter, Ziyal, at the hands of Damar.
As a further story idea, if the crew of the GAMBLER begins to ask questions, they could be assigned to patrol the neutral zone, to "prevent any unforseen threat from the Romulans". Just so they get out of the way, this in turn may allow them to garner some support in the frontier worlds who see Leyton as a threat while the Core Worlds see him as a savior. He disbands the federation council, many councilors have "accident" and core worlds are occupied by "security forces". Leyton then pronounces himself, Emperor or another grandiose title and rules with an iron fist...

Then the border worlds can, with help stage a revolt and break away from Leyton's Federation to form one of their own. That would probably divide Starfleet. Worlds like Betazed and Benzar would resent a repeat of the occupation they suffered during the Dominion War (because that's what Leyton will be doing) and then there's the perenial wild card, the crew of the USS
