From what I've seen, it's merely poorly performed T'ai Chi - in fact, they even acknowledged that on screen when Riker asked Troi if she was doing T'ai Chi, as Sarge pointed out.
In game terms, however (heeding my non-corrupt CoModerator's request), I prefer to use a very simple hand-to-hand combat system (or, for that matter, ranged or starship combat system). I find that most games go into way too much detail on the mechanics, and not enough on the narrative "feel." They give a bunch of names for manœvres, and a bunch of stats, but they rarely if ever describe the postures and movements of a practitioner. For instance, Starfleet Martial Arts uses a sharp, slashing style with concentration on blows to nerve centres (as shown in TOS). Mok'bara, on the other tentacle, is a fluid style, with rounded, flowing movements (T'ai Chi influence).
The Martial arts section of the Supplement will have a basic description for moderators to use, it will have individual moves and statistics for them, Also it will have the over all form and a generalized statistic for it ie what bonous's you get per specialization. (Still working some of the bugs out of that).
