The only real dating we have on the Earth-Romulan War is that it was just before the founding of the UFP. The adet of the UFP's founation we know is 2161. If Enterprise runs the full 7 seasons, it ends in 2157, leaving a window of about 4 years for the Earth-Romulan War.
As far as the Alpha Centauri issue goes, the only thing ever established is some connexion between it and Cochrane. The concept that it was a founding member of the UFP comes from Franz Joseph Technical Manual and has never been established on screen.
Provided your not joking, I can see this as being plausible. Daniels did say the formation of UFP happens on Earth and not on Babel.Quote:

No, I'm not joking. It could be a great story. As for the UFP forming on Babel: Unless you know something I don't, there's no canon information to that effect. It's never been said exactly where the Federation officially formed.Quote:
