JT, what non-cannon things do you know about the Silurians and Sea Devils?

Ok, I finally saw the third doctor use that 'put two fingers on the guys chest to immobilize them' maneuver in action. Actually, I was extremely fortunate in that my housemate discovered a forgotten cache of videotapes, which not only included some Doctor Who, but an episode or two I'd never seen before!

I agree that it didn't seem that difficult for the Doctor, but he didn't use it until the target was pretty much beaten anyway. Ahh, that gives me an idea how to work this in with game balance.

This was in the first half of "Day of the Daleks."

Here's what I could dig up on the Silurians and Sea Devils.
You’ll need to massage it a bit to get into Icon Format, but it should give something to work with.

EARTH REPTILES (a.k.a., Silurians and Sea Devils, a.k.a. Eocenes):

EARTH
Notes: The Ozone Layer and the Van-Allen Radiation Belt are much weaker at this point. This results in much higher amounts of ultraviolet radiation. The days might have been months long.

SILURIAN BIOLOGY
Scientific Nomenclature: psionsauropodomorpha.
Common Name: Earth Reptile
Racial Slur: Silurian
Average height: 1.9 meters
Notes: Silurians probably evolved from the Stenonichosaurus (similar to a raptor). They are true reptiles (cold blooded), and enjoy extreme heat. They are immune to VERY high levels of ultraviolet radiation. Their muscle density is the same as a human male. They have a very low blood flow rate, low blood pressure, and a slow heart beat. WHEN DID THE EARTH REPTILES EXIST?
In The Sea Devils, The Doctor states that the Earth Reptiles thrived between 53,000,000 to 43,000,000 million years ago (but there weren’t any large dinosaurs then).
Timelink (by John Preddle) theorizes that the Silurians appeared around 200,000,000 BC
Timelink theorizes Earth’s moon arrived (and the Silurians went into hibernation) in 70,000,000 BC. (Preddle is THE MAN for Doctor Who TV continuity).
The Virgin New Adventure Novel “Blood Heat” gives a date of 20,000,000 years ago.

EARTH REPTILE HISTORY
At some point The Time Lords interfere with the genetic destinies of the Silurians, Terrans, and Mandrel. These are probably the only races that have been interfered with in this manner.
Silurian Legends claim that thousands of years ago, a Southern Clan (led by the cruel Panun E’Ni) conquered much of the Earth. It was overthrown by Tun W’lzz who unified the planet under one peaceful government. The Earth Reptile civilization was then ruled by a series of dynasties.
Mankind little more then primitive apes at this point.
The Earth Reptiles observed a small planetoid (called Stranger by the Earth Reptiles) approaching Earth from the Oort Cloud. They feared its passage would draw off Earth’s atmosphere. The Earth Reptiles constructed shelters with deep freeze units. They (and a variety of animals and plants) were put into suspended animation, planing to awaken when Earth’s atmosphere returned. There are at least 429 Shelters. Millions of Earth Reptiles don’t enter the Shelters. They expect to die with the arrival of Stranger. What happens to them is a mystery.
Unfortunately the planetoid didn’t breeze by. Instead it went into orbit becoming the moon. The moon did cause major climate changes on earth that created the race memories of the Great Flood. Many shelters are flooded or crushed by tectonic plate movement. Because of this the Earth Reptiles “alarm clock” never triggered, and they overslept. There are colonies of Earth Reptiles all over the Earth.
The Van Allen radiation Belt developed after this point, this cooled the Earth significantly.
The Sea Devils in Elite Group One temporarily revived around the 1800s.
There are millions of Earth Reptiles in deep freeze units around the world. Many Shelters are destroyed in the 1950s by the dumping of toxic waste in the oceans and deserts.
In November of 1969 Earth Reptile Shelter 873 (located in Derbyshire) awakes due to radiation from a near by nuclear power plant.
In Late November 22, 1969 “Doctor Who and the Silurians” TV episode takes place. The Derbyshire Silurians are sealed into their caves using explosives set by UNIT. Okdel, Morka, and Icthar make up the Triad at this point. Okdel and Morka are killed but Icthar survives until “Warriors of the Deep.”
In late 1969 UNIT deals with a second Earth Reptile Shelter in Oregon.
In early June on 1970 the Missing Adventure Novel “Scales of Injustice” takes place.
The TV episode “The Sea Devils” takes place in September of 1971.
The New Adventure “Blood Heat” takes place in a parallel universe in 1993.
In 2019 the Earth Reptiles at Derbyshire revive again.
“Warriors of the Deep” takes place in 2084.
By 2975 all the Earth Reptiles have been peacefully awoken and become citizens of Earth. They are major members of galactic society.
Earth Reptile Ethra and Teelis are important (if drunken) temporal scientists in 9978 AD.


EARTH REPTILE CULTURE
Earth Reptile language is a combination of telepathy, speech, and gesture. The Silurians are an emotionally restrained race. The Sea Devils have an emotional range similar to humans.
The Earth Reptiles worship the Great Old Ones. Dagon is the most “popular” of the Old Ones. They also wrote the Necronomicon (which describes the Great Old Ones).
Silurians are ruled by the Triad. Position is decided on age and scientific knowledge. The laws of the Earth Reptiles forbid war except in self-defense. The Silurians live in massive cities made of crystal. Their capital city was located in East Africa. Sea Devil cites are underwater but are filled with air.
Earth Reptiles believe that their DNA must be pure. Silurians and Sea Devils can interbreed but the offspring is sterile and only live for 50 years. Interracial breeding is capital crime (the children are killed as well).
It is common for Earth Reptiles to keep dinosaurs as pets (They might have used DNA samples to clone dinosaurs which were extinct in there own time). They use Allaosaurs and Tyrannosaurs as watchdogs. Brontosaurs act as beasts of burden (pulling carts and stuff). Dilophosaurs are often ridden (like horses).
The man apes that existed millions of years ago were viewed as little more then pests. These apes were tormented and killed for sport by Earth Reptile children.

EARTH REPTILE TECHNOLOGY:
Earth Reptile technology is much more advanced then 20th century man, including weather control. They choose not to develop nuclear power because of the military potential of the technology. Instead they rely on geo-thermal power. They use huge airships for long range transportation. They often use a refined metal similar to steel, for their tools and other devices. The infrared signals from the third eyes of the Silurians are used to operate much of their equipment.
The Sea Devils have several military units and battle cruiser submarines. Sea Devil combat armor is immune to hand lasers. The Mykra is genetically engineered as a weapon of war. The Mykra is immune to had lasers and can discharge massive amounts of electricity at will.
The Earth reptiles have excellent understanding of pathology (viruses and stuff). The Earth Reptile’s bio-engineered plague is designed to kill the man apes by causing a surge in “strength” that burns up the bodies resources. While this is happening the victim will wander aimlessly spreading the disease. It is a very painful way to die.

Oops ... sorry about those last few messages.

The stats I posted are ICON (sorta). I was to lazy to work out the official name and specialization for the skill or, to work out the game rules and point costs for the advantages/disadvantages. But the skills/attribute levels are fairly accurate translation (IMHO) of the FASA and Time Lord game stats.
If you could make templates for the Silurians, and the Sea Devils it would be great!

JT, I was in the middle of doing just that. However, my version of the Earth Reptiles is having a few problems. Namely the Silurians third eye ... what exactly is it?

It's a weapon, a tool, also a communication aid (It flashes when they speak doesn't it?).

I was going to make them telekinetic, they could open doors with their third eye.

As for it being a weapon, it must have a kill and heat setting (they can burn through walls with it), I also assume that it would have some kind of stun setting. But how do you think it would work? If it is a psionically generated effect, than it could be disrupted by some kind of psionic jamming device. Or if the effect is generated by some kind of natural bioenergy, how many shots can they get off before tiring?

My main problem with it is, that it can do a number of different things.

The Third Eye (henceforth abbreviated to the EYE) has many many functions. Here’s what others have said:
In “Doctor Who and the Silurians” it was used to drive people mad, kill people, burn through walls (and RECREATE the wall afterwards!!!), activate complicated controls remotely and it glows really bright!
In “Warriors from the Deep” the Silurians aren’t given an opportunity to use any of the above abilities (they have the Sea Devils do all the work). Instead the Eye merely flashes in time with their voice.
The novel “Blood Heat” stated that Silurians can’t cry.
The FASA and Time Lord games state that they can see in almost total darkness. The episode “Doctor Who and the Silurians” demonstrates that it can act as a light source.
Doctor Who: Monsters stated that Silurians are colorblind.

The show doesn’t say anything on how the Eye works.

According to the Time Lord RPG the Eye emits infrared radiation. This can take the form of a powerful heat ray, or act as a remote control (to open doors and such).
FASA just says that the Eye has the same range, and damage as a laser rifle. They give the Silurian Warriors and Triad members a skill of VI (in ICON about a 5) to shoot people with it.
According to the novel “The Scales of Injustice” Silurians would never genetically or cyberneticaly enhance their own bodies. They will however use genetics and cybernetics on any other life form.

Since I like the novels I’d go with the sonic disrupter theory for the Eye (YMMV). I’d presume that the eye acts as a focusing chamber for their psionic powers. With their psionic powers focuses the Eye can generate high-frequency audio vibratory signals.
I’d make the Eye a special advantage (probably +2 or +3), but they need to develop a “third eye” skill to use the advantage to its full potential. I’d use the Psionic attribute for the dice.
They should be able to send ultra-sonic frequencies (that can operate specially designed controls). This would allow the Silurian to make skill roles to use Silurian controls without touching the console.
The Eye’s sound waves can erase the brain or scramble the internal structure within the skull resulting in death.
When uses as a heat ray it uses incredibly high frequency sound waves to excite the molecules of its target to the point where it melts or vaporizes. This should require a very good skill test. (I’d ignore the wall “recreation” ability - it’s just silly and bad for game balance)

I’d make some sort of Vitality test when they eye is used more then once a turn (or something). Also the Eye doesn’t work in a vacuum, and different air densities will drastically affect its performance.

If you really want to get a grip on the Silurians then check out the Virgin Doctor Who New Adventure “Blood Heat.” It depicts an alternate time line where the Silurian killed the Doctor and took over the earth. Basically it depicts the whole earth under Silurian rule. You see lots of stuff about their culture, technology, biology, and art. It’s also a pretty good (although very dark) book in its own right.

I'm afraid not, sorry JT. However, I did finish watching the newly-discovered cache of Doctor Who tapes my housemate unearthed. There were several instances of the third doctor's use of the disputed maneuver, and I have to confess that I'm rethinking it.

Unfortunately, I haven't had the time to complete the Silurian and Sea Devils Templates. I've only just started running a D&D campaign, which has been taking up most of my spare time.

You know, I thought of putting together a TARDIS ICON rules supplement. I would really like to see this.

As with all my work, the TARDIS Operator’s Manual will cover info from the TV series, Novels and several licensed reference books (such as the Dr Who technical manual). It will also cover lots of material from both the FASA and Timelord Dr. Who RPGs. I’m on the homeward stretch for research. Once I finish the research then I’ll try to figure out rules for everything (based heavily on FASA’s rules).

I’m also making a list of Time Lord equipment (especially stuff that would be found in TARDISes). This will have COMPLETE rules for the Sonic Screwdriver. This is sort of a secondary research project my TARDIS Manual so expect to see it out shortly after the main manual is finished.

Here's something for you two to chew on while you're waiting for the TARDIS Operator's Manual.

THE LAWS OF TIME:
Rassilon created the Laws of Time during the Time of Legend (2,000,000 years before the Doctors birth). These Laws are based on Mason and Aaron Blinovitch's early work in Temporal Physics. The Time Lords obviously teach these Laws as Scientific Laws (which isn't entirely true).

The Laws of Time
From the Worshipful and Ancient Law of Gallifrey
I. No Time Lord shall interfere with history, as he knows it.
A. No Time Lord shall interact with his own personal history.
1. No Time Lord shall have contact with younger versions of himself.
Note: Interacting with a person who knows your future isn’t technically breaking the law as long as you don’t take
advantage of the person’s knowledge.
B. (Also known as the Doctrine of Non-Intervention) No Time Lord shall interfere with the Web of Time (galactic history),
as it is currently known.

JT, does your guide include FASA's type 51 TARDIS units?

The TARDIS Operator’s Handbook covers FASA’s Type 51 TARDIS. This is all I have right now.

In the non-standard equipment list I have...

CYBERNETIC PERSONALITY MATRIX INTERFACE (CPMI)
This Interface was installed only on Type 51 TARDISes. The CPM Interface is able to verbally interact with the operators and acts as a liaison with the TARDISes Artron Center. The CPMI is capable of controlling all the TARDISes functions (assuming the Automatic Systems Override hasn’t been thrown). There was a basic design flaw in the system that caused the CPM to develop new personalities. (For more info see page 44 of “The Iytean Menace” by FASA and “Christmas on a Rational Planet” by Lawrence Miles)

And from the my Timeline (Note the Doctor is loomed/born in 4716)

3732? The Type 51 TARDIS is created. It is the first attempt to create a "sentient" TARDIS. These TARDISes are erratic and prone to failure. Most of them are retired.

I think you've done quite well. There is a lot of source material to go through, along with the various inconsistancies and contridictions, that would have made the work ... difficult.

In my Star Trek game a Time Lord, "Mr. X," has made several apperances and made his presence felt even when he was not actualy around.

His TARDIS, a type 92, is stuck in the form of a big wooden wardrobe in an omage to "The Lion, The Witch and the Wardrobe." However, about 200 years ago he had to canabalise the TARDIS weapons systems to use to parts in the materiliation systems. Now, as it materializes, it slide three feet to the left.

To try and avoid some of the contradictions between the worlds of Dr. Who and the worlds of Star Trek, I established that they are, infact seperate universes.

As such, Mr. X is one of the very few Time Lords in ST universe. The others include the Rani (who conflicts with Mr. X), and Dr. Who and Romana (when they visited Vampire World - which is off in a remote section of the Kellian reach.)

In addition, the Cybermen do not exist. The Borg, in my game at least, at not paralles of the Cybermen, but, in fact, paralles of the Dalak.

Are you aware that Professor X is the TV series that can be seen in the Doctor Who Universe. It’s kinda Dr. Who’s inside Doctor Who.

Try to imagine Captain Picard traveling back in time and watching “Galaxy Quest,” that’ll give you the idea. So are Mr. X and Professor X related?

That *IS* a neat idea. I definetly echo JT: wise move not trying to mash the two histories together.

Here's a crossover themantic tip: One of the themes of Doctor Who is that individual initiative and using your wits wins the day more often than knee-jerk militarism and paranoia. In Doctor Who episodes, it's frequently the militant thug who exberates the problem. Starfleet, on the other hand, by and large doesn't fit that mold. They DO attempt the peaceful solution, they do employ science and diplomacy.

While it would be unfair to paint Starfleet in general with Docor Who's themantic brush, one could focus on an extreme individual- the fanatic Admiral who lost his command in the Dominion war (who is trying to redeem himself but going too far), the unscrupulous Section 31 agent, the Klingon exchange officer.

Other than that point, the themes and moods of Doctor Who meshes pretty well with the Star Trek ones, as described in the narrator's section of all the core books.

He is about concurrent with EDA books, set after Ancestor Cell. That is one reason he decided to go off to the other universe - wait till thing calm down a bit.

I have not had the chance to read Ancestor Cell yet.

Fun things that occur when Doctor Who meets Star Trek…

Starfleet worships the Prime Directive.
The Doctor interferes with prewarp societies almost without any restraint.
“Need to take out some dinosaurs? Easy I’ll build a stun gun”
“Cyber hypnotism causing a problem? Simple, here’s the plans for an inhibitor.”
“Doctor their government ordered you to stay away!” “Then we won’t tell the government were here!”

This could lead to all sorts of conflicts. Imagine the Doctor using his TARDIS to save a primitive society from a nuclear blast. Now imagine there’s a Starfleet starship secretly watching in orbit!
Fun fun fun fun fun!!!

The Doctor also tends to be a chaotic nonconformist influence even when working with the good-guys. Think of all the trouble he would get up to on the bridge of Starfleet starship!

I don't see any conflict there. Starfleet: "Phew. I was worried I might have to either break the rules or watch a civilization destroy itself. I'm sure glad things worked themselves out." Even the most legalistic nit-picker would take action. That time lord is not a federation citizen. Now, if the time lord was doing BAD things, they might work themselves up to "protect the vulnerable civilization from outside influence." Or they might not... it depends whose writing this episode. (note: the version of the Prime Directive in the Player's Handbook [thanks Don] is still true to the Star Trek ethos, but it doesn't go so insanely far as certain interpretations go. More importantly, it fits what we see in the episodes.)

Starfleet would not say this. The Captain and crew might say this and maybe even an Admiral might say this but “Starfleet” would not say this. The only thing Starfleet would say it what is written in “The Book.”
The problem is that everyone who did say “Phew. I was worried...” will lie awake that night and wonder why its ok for any old (non-UFP) guy to break the Prime Directive while trained, experienced, responsible Starfleet officers are forbidden because they might mess things up?

If you mean “even the most legalistic nit-picking Starfleet officer would save the people from their own nuke” you are wrong. In the TNG episode “Homeward” Picard refused to save the people of Borall II when the planets atmosphere was being destroyed. And the people in question were even responsible for the destruction of the atmosphere (unlike my hypothetical case where the people were paying the price for building to many nukes).
Picard is far from the legalistic nitpicker in Starfleet, yet he was willing to condemn and entire innocent civilization. Just think what Picard would do if he saw the Doctor using his Time Machine to save people from their own foolishness!

If its ok for a stranger from another universe to interfere then careful, well thought out, pre-planned interference by Starfleet officers should be ok too. For what it is worth, the player characters regard X (the Time Lord) as an unmitigated pain in the ass. This was not my intetion nor did I anticipate this - so I have kept his apperances to a minium.

The only trouble I see hear is don't most of the Federations laws only bind Federation citizens (outside of old fashion murder and such of course)? The Doctor wouldn't have to operate under the Federations influence. So what if there was a SF ship watching from orbit?

Clearly, the legalistic nit-pickers would not act to save the planet while the Kirk-esque mavericks would. What I meant was not even the legalistic nit-pickers would try to thwart the Doctor.

Yep. That sort of thing just might send them off in maverick independant actions in outdated ships. That or join Section 31.

One has to assume that sometime in the Enterprise-era, there were some terrible tragedies as a result of well-intentioned interventions. Perhaps after Starfleet's fixing pollution in a planet's atmosphere, the inhabitants became dependant on that. Not changing their way of life or the polluting technologies, there was an even WORSE pollution crisis shortly thereafter.

What happened to Borall II in the end of "Homeward"? I'm sure I would remember if a planet died off in the series, and I only missed two episodes.

What would Picard do if he saw the Doctor intervening? "We're not allowed to do that. I think in the long term what you're doing will hurt this civilization (insert oratory here)." That's all. Unless the time lord was activly HURTING the civilization (Master using a machine to increase pollution for nefarious ends), Picard wouldn't have stopped him by force. I just don't see it.

In a crossover, it's impotant to respect the themes (and characterization) of BOTH sides of the crossover. Otherwise you're telling less strong a story than you might otherwise.

Worf’s brother kidnapped a bunch of the people and tricked them using a holodeck. Picard was very upset but didn’t have the heart to beam the people into space so he went along with Worf’s brother’s plan. The kidnapped people were dropped off on some other planet (without realizing that they had been transported). The rest of the people of Borall II died when their atmosphere was destroyed. I think Worf’s brother stayed behind with the survivors (presumably renouncing his UFP citizenship).

The point is that Worf’s brother was the hero and Picard and the Enterprise crew were (if not the villains) then at least the obstacle to be tricked/persuaded.

I’m not sure if Picard would have stopped him or not. It Picard truly believes that the Prime Directive is “The Right Thing to Do” then he might feel obligated to stop the Doctor’s interference.
Either the Prime Directive is the UFP’s highest law (in which case almost ANY violation is an EVIL act).
Or the Prime Directive is like the speeding limit. (It’s not evil, just dangerous. For example driving 88 miles an hour can sometimes save lives and is thus justifiable).
Its clear which side Kirk was on. It’s also obvious that the Doctor (almost) completely ignores the issue.

What was Janeway reaction to the two Ferengie who set themselves up as gods/leaders in the Delta Quadrant? Were those Ferengie Violating the Prime Directive (they certainly weren’t UFP Citizens)?

I’d also say its important to showcase the differences (IDIC and all that) between the universe. Neither Theme (or characterization) should be portrayed as BETTER. But the conflict between them can provide a very rich area to mine for RPG material.

A story that puts the Doctor and the Starfleet crew in ethical (not physical) opposition would showcases the strengths and weaknesses of BOTH sides. Players on either side would have to justify WHY they do the things they do.

What an interesting conumdrum.

In my RPG groups, I like it when my players create characters from different cultures with different outlooks. The roleplaying that occurs can be fun and interesting.

There is, of course, the problem that player conflict can seriously disrupt the game. Either slowing down the episode or stopping it altogether.

Compromise ... is the answer. But finding out who and how is where the fun is.

I think I have all the DW RPG stuff that they ever made, but I have no way of verifying it. Anybody know what was released (or were I would go to find out)?

Hi, just passing through, an idea for scenarii involving cross overs with the Doctor Who universe : what if a Federation starship found herself lost in an alternate universe : Doctor Who's, of course! The players would have to cope with Cybermen, Daleks, Sontarans... and a very different Earth (I don't remember DrWho chronology precisely, but I know its 2370's Earth is not much StarTrekesque...)

And otherwise, I just want to say that it's a pleasure to read all the stuff that have been published on this topic. I'm new on this board, but for now you guys never stop to impress me.
Well, maybe one day it'll be up to me.

JT: Great work on that Tardis Operator's manual! I particularly like two things. First of course there's the ICON (and GURPS and timelord) transelations for the FASA material. Great stuff. Second, I liked how you color code the information by source so one can easily pick and choose which information you as GM accept as cannon. And of course your completeness is staggering as usual.

I can think of two suggestions. First, include a key explaining which color code means what. Unless I just missed it (it's a big document).

Second, I suggest altering the ICON skill chart. My interpretation of FASA's Doctor Who skills would be more like so:
Unskilled = 0 ICON skill
Untrained = 0(1) ICON skill
Basic = 1(2) ICON skill. (one if its a general skill, 2 for specialties.
Average = 2(3) ICON
Professional = 3(4) ICON
Expert = 4(5) ICON
Mastery = 5(6) ICON
God-like is out of the ICON range.

In an issue as sticky as Dr. Who continuity I always try to error on the side of caution. It also helps me when I discover new, contradicting, info I can easily decided where it is “more cannon” then the old data. I stole the idea from those Bibles with all of Jesus’s writing in red.

It should have been at the beginning of the document (right under the title)…
Maybe you didn’t get the whole thing. It should be 43 pages long.

For the record the color code is:
RED for information from the TV Series, including the Dimensions in Time, and Universal/BCC Telemovie
PURPLE for information from the Novels including Target Virgin, BCC, and I Who (which isn't a novel but it's source material is)
YELLOW information is from 'licensed' reference sources such as the Technical Manual, Monsters, and The Gallifrey Chronicles.
GREEN information is from 'unreliable' sources including FASA's role-playing game, and the Time Lord RPG. WHITE is information from unofficial sources. Mostly my own speculation, with a little from Craig Hinton and other fan speculation.

I see your point. I should take specialization into account. I’m not sure if I agree with completely with your table. You have to have SOME experience to get a level I so it should be at least a 0(1) skill. What do you think of this?

Unskilled (I) = 0(1)

Basic (III) = 2(3)
Average (IV) = 3(4)
Professional (V) = 4(5)
Expert (VI) = 5(6)
Mastery (VII) = 6(6)
