What is a Sao Paolo refit. I don't know of any Sao Paolo class. The only USS Sao Paolo I know of was a bog-standard Defiant class as a replecement for the USS Defiant and renamed to USS Defiant. If it's an upgrade to that ship, it would be a refit Defiant...
Maybe it's the actual city of Sao Paolo, like in Cities in Flight.
it's a 25th century version of the Defiant a bit bigger and taking advantage of the new components
May I make the suggestion of having a look at the Katana class battle cruiser I wrote up in Space Dock, it fit's the description (updated Perimeter defense/escort Defiant style vessel) very well and addresses all the Defiant's short comings, except maybe the absence of a Quantum SlipStream Drive (which start to be introduced by the beginning of the 25th century).
