Ok, e's wealthy, has a grudge against the US, has access to terrorist techniques & weapons.
I see 3 possibilities.
A Ferengi Maquis style leader
A Fereingi assassin (as per your suggestion)
or a Maquis style leader whose species template would be based on Afghan culture & specifcally Taliban mindset.
