Ah, but you see, they do have a government. A very streamlined government, but a government nonetheless.
The collective creates a unit who acts as a focal point and mouthpiece, almost like a server on a vast LAN.
In BOBW, the Borg locally used Locutus as their focal point/interface. In First Contact and Voyager, it was a Queen (using the hive mentality).
This focus takes in information and issues directives, like the brain of a computer.
Thus, the Borg have a government. And besides, they have to pay taxes on the acquisition of a Starbucks franchise. :p

Actually, the Iowa only has 9 16" guns. I think the Yamato only had 18" guns. The Bismarck only carried 15" guns.
To date I don't think any ship has fielded a 20" gun.

My bad (memory). It is 16" guns.
Yeah, the modern Navy is based around the carrier group for the most part -- because you can "project power" with a carrier like you can't, really, with other ships.
The advent of the cruise missile and other technologies which facilitate naval based strike missions make change this picture again. Much smaller and less vulnerable ships can carry such ordinance.
I think the carrier will always be vitally important, unless something changes the picture so radically as to eliminate the need for air supremacy.
