The power transfer rules start on p. 99 of the NG, under the "Transferring Power" section.
As far as shield strength restoration, I don't think it explicitly states so in the NG. The ESO pdf does...
Well, you wouldn't be using the repair skill for a power transfer, you'd be using the propulsion engineering skill. But the TN for the transfer depends on the reliability of the target system.
Look over the second paragraph at the start of the whole Repair section on p. 121, it basically says you cannot use the repair skill to perform a repair of > TN 15, which would mean you cannot use...
