Nevermind, I found it in the FAQ on Patrick Goodman's website:
Chapter 14: Q: Do the skills listed for each NPC include all modifiers?
A: No. They only show the skill levels.
Do the skills for the generic NPC's and named NPC's in the Narrator's Guide only list the skill levels, or do they include the ability bonuses as well?
