I'm sure if there is any news, Decipher (or Games Workshop, or both) will publicly announce it when they can. This statement, of course, is predicated on the fact that GW actually has entered into talks with Decipher, which is mere speculation on my part at this point. 
Don't know if LotR outsourcing will have any effect on Star Trek. I doubt it highly.
Any talk of books or system is meaningless since no one knows anything at this point. Or, at least, no one is making official public "in the know" statements.

Sad thing to see the old studio gone... I hope that the new guys will succeed and won't suffer from decipher woes.
