I created the Troyian template for an NPC character on USS Nautilus in Aslan's UST game. I figured I'd share with you all here.

Troyians

Personality
Troyians are a study of the best and worst of Victorian values. Proud and adventurous, they are often disdainful of those lower than themselves, but all classes retain a level of "practical sensibility."

Physiology and Appearance
Troyians are generally slender beings, with light blue skin and thin lips. Casual observers may mistake them for Andorians sans-antennae, but Troyians are not ghelinoids, despite the fact their blood is also cobalt-based.

Homeworld
Troyians hail from Troyius, in the Tellun system. Their world is blessed with great mineral wealth, including heavy deposits of dilithium.

History and Culture
Developing spaceflight around the same time as their intrasystem neighbors, the Elasians, the Troyians found themselves quickly at odds with the unsophisticated brutes from the inner world of their system. After sparring for decades, both planets applied for UFP membership shortly after first contact with the Federation in 2258. After the Dohlman of Elas agreed to marry the Principus of Troyius in 2268, the two worlds finally made peace and were accepted into the Federation.

Troyian Society: Like the Elasians, the Troyians also experienced broad technological development that soared beyond its social and political capabilities. Built around a consitutional monarchy that has stood for centuries, the quasi-Victoian culture is highly stratified; only famous adventurers, members of glorious expeditions, and highly-skilled politicians can ever hope to move beyond their station.

The Principus is a hereditary ruler who is chief of state and head of the government. While their parliament passes the laws, the Principus is the final signatory with strong veto powers. Only a two-thirds majority of the noble house of parliament can overturn a monarch's veto.

Rule at the regional and local levels is less hereditary and more democratic. In Provinces and Dominions, while "granted" to a member of the royal family or aristocracy as the governor, the regional parliament runs the region, often with little or no input from the hereditary peer. Rule at the local level is even more democratic, with the estates of landed gentry and minor peers completely outside the governed locales.

Language and Names
The language of Troyians is Troyian. Most Troyian names have ancient religious significance, although most of the original meanings have been lost to time. Male examples include Petri, Thanas, Dermior, and Canpharas. Female names include Giral, Ynize, Pfal, and Albaen.

Favored Professsions
Diplomat, Soldier. Fame and fortune are popular drives for the Troyians, and such careers offer the greatest opportunity for both. Some Troyians seek their fame in the realm of science, as well, and become Scientists.

Species Adjustments: +1 Presence, +1 Intellect, -1 Strength. Troyians have generally slight builds, but are sharp in mind. Their proud, adventuring spirit is annoyingly contagious.

Species Abilities
Sophisticated: Troyians are highly sophisticated, and can pick up on the nuances of a conversation. As such, they receive +2 Savvy.
