I may be off on this, but I think at least one reason for the sparsity of fan-work is that those who are interested have no idea whether or not their work may end up being in vain; that is to say, contradicted by supplements still to be released. Patrick Murphy's LUGTrek Netbook, hot on the heels of TNG's Core book, was understandable - many of the characters and ships the former work addressed were untouched by the Core book, and, leave us not forget, it had been ten fricking years since any fresh, official RPG material had been released.
Following LUG's dissolution, the message was at least clear enough for the fan base: Okay, everybody out of the pool; whatever comes after this, it's strictly on your time and on your dollar. Not the greatest bit of news, but at least we knew where the hell we stood. With Decipher, to use Cigarman's appropriate metaphor, we've been standing on the gallow's trapdoor, waiting for either the hangman to pull the switch or the Governor to call with the last minute reprieve. And as the chances of the latter grow more remote with every passing day, the crowd is starting to get bored and is instead talking about what happened on American Idol and Survivor: Charon this week. If we don't have a definitive answer pretty soon - i.e., by the end of the calendar year, at the outside - I have a feeling the audience will start to drift away, and not react with great passion one way or the other if/when the news finally comes out.
The single attempt to create a fan planet sourcebook, IIRC (and I should, since I was proofreading submissions) died a quiet, unremarked death.

Worst part is.
Worlds was the book that I had really been waiting for with LUG, but I sucked it up and moved on. Then when it was announced I figured a second chance, and have equally been waiting for this too.
And it is moving increasingly further and further away.
