At some point you must have added someone to your buddy list. The only thing I can see that it does is allow you to PM a bunch of people (those on your buddy list) at the same time with the same message, rather than PMing each of them separately.

It mainly serves as a shortcut to sending Private Messages to friends but, if vBulletin's chat functions were enabled, I believe it would also allow you to send chat invites to friends who are logged onto the forums. I'm not 100% certain, though.
