    Ordinarily this would be true, but the H'joQ are one of those nessesary evils that the Emperor and the Chancellor have to keep an eye on. And most of the actual infamy comes from the underhanded things the H'joQ have to commit to keep the empire from tearing itself apart at the seems from infighting.

    The fact that H'joQ also manufacture rumors about themselves to make themselves sound more fearsome than they actually are adds to their repuation and makes most Klingons think twice before they consider crossing them. Being the premiere shipwrights of the Empire and running Imperial Intelligence gives them an inordinate amount of influence in the High Council. They are not often ones to abuse the position (which is why Martok and the Emperor haven't declared a crusade against them). And they are only interested in results and seem to be genuine patriots.

    Khu'kov's reputation comes from his houses characteristic ruthlessness and lacking anything resembling a sense of humor with regard to potential treason. His methods, which would be considered cruel by Federation Standards, and occasionally raise eyebrows in the High Council, are exceptionally effective when rooting out treachery, and Martok tend to look the other way.

    Well perhaps they are in conflict, but then you have to remember... Klingons are hardly likelly to have a medal for backstabbing and sneakiness

    While they might not quite fit his rep, he will no doubt have earned them fighting battles during the Dominion wars.. he's still a war hero, he's just not always remembered for that !

    Perhaps, then, it would be a good idea simply to slightly modify the Infamy.

    Say,

    Infamy (Hardass, Cunning/Devious, or Ruthless)

    Y'know. Make something up to fit.

    IMHO, Cruelty implies that the one dishing out the pain is taking pleasure in it, which doesn't quite seem to fit the character as well as Ruthless (willing to go to any length for results) would.

    Treachery implies that the holder cannot be trusted, and will backstab not only his enemies, but his allies as well. Someone who knew of that reputation would be unlikely to ally himself with such a person, especially if that someone was a Klingon "Man of Honor."

    But someone who was Ruthless, Cunning, Devious, and a Hardass? That same Klingon would love him.

    Or maybe I'm not quite getting the point of the character... I dunno.
