To ensure that rules are properly followed and if there is a violation of rules, someone must determine and impose punishment. The government can be as small as family or tribal or large as a bureacracy. But someone has to be enforcing the rules of the society

Maybe. Then again, not every human is tasked to monitor the progress of ants. Whatever humanity displayed through their nature or conscious behavior, it has become a specimen of fascination to some advanced species. Some, to others we are merely "ants."
