    Okay, here's a cleaned-up version after running it past a few people. Explanatory text is cut down because, well, it's only a half-dozen posts up in this very thread.

    Every character serves 1d6 tours of duty, of 1d3+1 years each. Each year in service before the campaign starts nets you 1 advancement.

    The number of tours is modified as follows:

    Intellect modifiers: If positive, subtract from the total number of tours. If negative, add to the number of tours.

    Presence modifers: If positive, subtract from the total number of tours. If negative, add to the number of tours.

    Rank/Promotion modifers: Divide Promotion level by 2, round up.
    Ensign: +0
    Lt. j.g., Lt.: +1
    Lt. Cmdr., Cmdr.: +2
    Captain: +3

    Department Head: +1 tour. One of the advancements taken must be "Department Head" advancement on p. 97 of the PG.

    XO/CO: +2 tours. Must have been a Dept. Head (so XO and CO will serve a total of 3 extra tours). One of the advancements taken must be a second instance of "Department Head" advancement on p. 97 of the PG.

    I've been using about 10 for Dept Heads and 15 for starting Captains

    In my campaign, we allow one Advancement per year of Starfleet service Simply aplpy the following formula:

    X - 22 = Y

    Where
    X = Character's Age
    Y = Number of Advancements granted during character creation

    And that's it.

    (This of course only applies when creating a character for the first time.)

    That's also assuming everyone was 18 when they went into the Academy and graduated 4 years later. Other species probably have slightly different age/maturity levels; but the math doesn't change that much.

    True but then they also will have been doing other things before hand too.. For example, Dr. McCoy was a medical doctor befor ehe joined Starfleet, so he woul dhave been extremelly technically skilled in medicine before he enlisted in Starfleet academy. The fact that someone has joined Starfleet late in life does not mean he would be less skilled, that he was able to join late in life, when he would not have easilly been able to test well on physical fitness, implies he was probably more skilled than most!
