GURPS could be okay (with more attributes (i.e. character diversity) it could be my first choice). The HERO system ... I'm not sure if this is really supposed to be a RPG system, or an instruction on how to build a cold fusion generator. Don't get me wrong, I like science and complex rules, but the HERO system is definitely not something to play out of the box, and learning the rules as you go is equally impossible. Besides, it's geared so much towards the superhero genre, that the mundane parts are a little bit lacking, compared to other systems. From that viewpoint nothing in the book jumps you in the face an cries FUN.
