I do have a question though... If you have a guy that has taken 2 flagship tours, a colonial and a military tour, does that mean he only has 6 advancements?

That would depend on how long the tours were. You get one advancement for every two years served, with a bonus of an additional advancement every two years for Flagship duty.Originally Posted by Commander Ramey

Well he could be a PC Otherwise you can always change the number of advancements per year to suit your needs.
Remember these are guidelines to allow players to create characters that will be played. In the course of a game, they will accumulate advancements much faster than the "average" as indicated by the Tours of Duty.
Also, captains of ships aren't don't always have the rank of Captain; they can be Lt. Commanders or Commanders as well. This is a good thing as you can game with a fairly low-powered crew and still have plenty of room for improvement where gaining advancements is concerned. If you start with a Captain, even using the Tour of Duties, he will be very competent as they should be... they've been in the service for somewhere near 20 yrs typically (give or take a couple years).
