What I'm saying is that we're assuming the Syndicate to be something other than the 'official' legal authority for Orion civilisation for most of onscreen Trek. The memoryalpha article states that it loses political corporation–essentially, undisputed legal authority over physical territory–in the 24th century, but I don't think there's ever any actual onscreen evidence for it. I'm certain the rise of the Federation has severely curtailed it's normal activities–slavery, piracy, every manner of exploitive business practice–but even in the 23rd century there were Orion colonies who practiced the slave trade. DS9 was just far away from the former Borderlands, so we don't really know whether they've lost all 'official' holdings. My guess is they have, officially, but still mostly control places like Dessica II ('very corrupt government') or Adijeon Prime (with it's genetic modification labs).Originally Posted by DDeridex
