The concept of impostors using the Federations Reputation for their own ends probably only works with species far away from the federation. Some less developed species might be really impressed by Fed tech and eagerly want to join at any cost. One might consider impostors using the Cardassians, Romulans or Klingons as well. (Turn away Starfleet Scum we just purchased Membership of the Mighty Klingon Empire our new allies have told us all about your aggressive alliance, we will not bow to your oppressive regime) (If anyone wants to make a peaceful contact with peoples who believe this to be the truth you really need good diplomatic skills)
