I would assume so. Wasn't it the reason for the dealings with the Son'a -- they had tech we could use?
The Ferengi took advantage of the situation a couple of times, if I recall, to try and make a profit off of Cardassian and Jemmie tech. Orions have a big intelligence and smuggling racket; I'm sure they were involved in running things back and forth across the line...for a price.
In some of the books, background info tossed out in episodes, and games, you hear alot of lesser known/lesser powers mentioner(I've seen the Gorn used a couple of times....most of the time they are staying out of the war!). I havn't seen the DW stuff in a while, so I cant really list them all. Memory Alpha and Beta might help with this.

My players were instrumental in bringing the Kzinti Patriarchy into the war on the side of the Alliance. (Although now 5 years later I can't remember how.)
Kzinti vs. Jem'Hadar. Gotta love it.
As for officially, we know that early on the Dominion negotiated nonaggression pacts with the Tholians and Miradorn, as well as the Bajorans and Romulans.
The Gorn joined forces with the Alliance in the comic book "The Gorn Crisis."
