I thought the book said only Photon's are useable at Warp.

If you listen to Spacedock, only ACB jacketted Phasers can be used at Warp, otherwise the phased particles do not remain coherent enough at Warp speed to maintain their standard capabilities . . . if memory serves me. However, since you are firing a solid projectile . . . photon torpedoes are always a go . . . as long as you can get it launched out of the tube . . . always.

Sorry for the thread necromancy:
On TOS, phasers worked instantly, and apparently worked at warp. Photon torpedoes, however, could be outrun.
This caused most of the folks I knew to assume that phasers were FTL, and photorps were not, but packed a bigger punch.
TNG reversed that: Photorps travel at warp, but phasers are limited to the speed of light. That got put into the Technical Manual, and I can't think of a TNG episode that contradicts it.
