Moria would have to be retaken to secure the passes through the Misty Mountains. I also assumes that one of the reasons why most of the survivors of the plague left the the areas west of the mountains, was due to the goblin raids. So besides that the dwarves have an interrest in reclaiming it, I see it as a key to Gondor reclaiming Arnor.
I see it as mainly a dwarven expedition, as Gondor has a lot of other places to deal with. But I think Gondor are giving assistance, and that Gondor also have been spending diplomatic efforts to make sure the decission to reclaim Moria is taken.
