    Ens Kim

    OK, since he is one of the two leading representatives of the group of ethnic minorities which mine is a part of, I am looking for a write up for Ensign Harry Kim of Korean descent, based on the last name. However, in searching these forums I have not found one. I ask this because I am thinking about how his characters acts and whether the flaws for the character right up reflect his apparent in-ability to take the necessary personal risks in order to stand out and be placed on this list for promotion. I mean 7 years, really?

    I'd imagine Sun and Jin be more prominent representatives of Koreans in Western culture these days. I mean, they're actually from Korea–Harry Kim's a South Carolinian. He doesn't really have any distinctly Korean cultural traits.

    Remember that CAPT Kim was in an alternate history. Some people try to explain it as the promoting authority was out of reach, thus he couldn't get promoted. However, then why was Lt. (j.g.) Paris able to be promoted, demoted, and promoted again. Wouldn't the Captain have limited authority to promote within her command, in the field, and just report it when coming into port, or send the paperwork next time they are in comm range.
    And just because you are CAPT doesn't mean that you have a command.

    It was a facetious statement inteded to illustrate the futility of promotion in an environment where the duties afterwards would likely be completely identical.

    Think about Data and all the times he has saved the Enterprise and the UFP and he never got promoted over Lt. Commander. In the TNG episode were Q allowed Picard to change his past, Picard was a lowly ensign on the Enterprise. Paris, Tovak and Equinox crew are the only ones that ever changed ranks over the series.

    I would think that the Captain would have authority to field promote as that is how Paris's rank was handled. Given that they had some contact with Starfleet Command via the Pathfinder project over the last season or so, it should not have been that hard to get promotions through to the promoting authority.

    Prehaps Janeway was lax with promotion reviews. Or Kim's occasions disagreements accured near his reviews thus sinking his chances.
