The Mercy-class Emergency Medical Vessel came to be following the Dominion War when a proposal was put forth for a fast, sleek, rapid response medical vessel.
The Mercy-class proposal fit the bill, boasting high warp speeds, strong shields and a powerful phaser array to help defend itself.
In addition the Mercy-class has the most state-of-the-art medical systems aboard (treat as well equipped as per Advanced Sickbay edge).
The Mercy-class typically has a complement of five shuttles aboard to assist with transportation of patients and/or personnel.
The ships are meant to respond where needed as soon as possible, even into hazardous environments. Typically a Mercy-class vessel will have some manner of support craft accompanying it to provide added protection.
