Take what's in the STSFTM, and multiply it by 2.5!
Using this picture and quick and dirty pixel measurement, I guesstimate that Starbase One is "14.5 Starships Lengths" wide, and "4.2 Starship Lengths" tall.
If you subscribe to 725.35 meters for nuEnterprise, and want to round it down to an average number to account for the slightly smaller ships (I'll say 650m is the average "Starship Length"), then it is around 9.5 km wide and 2.7 km high. But with this image and your "Starship Length", you can determine your own scale.
Fleet HQ in STSFTM was about 2.6km wide and 1.1km tall.

That's correct. It is, however, called "Starbase 1" in ADF's novel. Actually, I think both terms are used in the book. And I think you hear of a cadet who is assigned to Starbase 1 in the departure scene.
