TNG Core Rulebook Errata (?) Question

Is the chart on page 68 of the TNG core
rulebook correct?

It strikes me as strange that Attributes
should cost 2 points, Edges should cost
1 point, Skills should cost 3 points, and
Specializations just 1 point. It looks like
something got scrambled. Is this correct?
If it's not correct, what is?

It is correct. If you think about how the mechanics of task resolution works, you will see it is very balanced. Adding an extra die to the pool from which you choose the largest one usually has less of an effect than adding to final result, as skills do.
